Talk to Armorer Dellin in West Freeport's Militia House. Location: -84, -123, 3 (upstairs).

You say, 'Hail, Armorer Dellin'

Armorer Dellin says, 'Hail!! If you be a new reserve member show me your militia armory token. If you are not yet initiated, I suggest you head to the toll gate in the Commonlands and speak with Guard Valon.'

The Militia Armory Token he speaks of is a reward for completing the Cutthroat Insignia quest from Guard Valon in the Commonlands.

You must have at least amiable faction with the Freeport Militia before Dellin will accept this item.

Armorer Dellin says, 'Welcome to the Freeport Militia. As a reserve member we require you to wear this tunic and fight whomever, whenever, and wherever Sir Lucan commands, no questions asked!! There is no turning back!! Remember to keep clear of North Freeport. You have made a wise decision. Hail Sir Lucan!!'
