Receive an Empty Bag (identifies as "Bag for Ice Necklaces"), a 6-slot container.

Head to Everfrost Peaks and kill ice goblins to loot Goblin Ice Necklaces. Ice goblins near Halas are lvls 1 - 3 and can drop these

Combine 6 Goblin Ice Necklaces in the Empty Bag to create a Bag of Ice Necklaces.

Hand Josper Kenshed the Bag of Ice Necklaces.

Josper Kenshed says 'Well done, my young apprentice. I call you apprentice for you are nothing but a spark to my fire. This is the final component for my greatest creation. AHA!!
