You can find Wislen Mamluk on a dock in the wharf, fishing. He wants a Kerra Catfish, which you can get via fishing on either Kerra Isle or Tox Forest. I got it in about 10 minutes.

Your reward for this is a Kerran Fishing Pole. This is a no-drop, non magic item with no stats, not to be confused with the Kerran Fishingpole given by Feren.
