My claim that this sword has a normal proc rate is supported by a parse I did where I smacked Sentry Kcor with this sword 934 times. This yielded the emote "Your body is electrified as the lightning strikes you." 105 times over the course of 1617 seconds or 26.95 minutes of melee. I had 131 DEX.
105/26.95=3.90 emotes per minute. 3.90/3=1.30 procs per minute, which closely matches the 1.27PPM rate predicted by the formula 131/170+1/2= 1.27PPM. I confirmed this with Ancient Fire Etched Flamberge as a control which procced at 1.28PPM by the same methods. --Cerate (talk) 16:24, 21 March 2019 (UTC)
