This spell is really of limited use. For starters it is obviously a lot less mana efficient than the level 1 version, but it does do a little bit more damage and last slightly longer.
I've only found myself thinking about casting in groups where
1) things are going smoothly so my wizard doesn't have to spend a lot of mana on runes, cc, etc.
2) the tank has limited aggro generation, so we can't just go crazy with nukes or there are some mobs that are particularly long lived and resistant.
3) the pulls are steady so the ds puts out plenty of hits.
4) plenty of fire casters.
The only place where these conditions seems to be met so far is the hole.
