I figured out the Skulking Brutlings. First, you should try to maintain control of your pet through the fight of the actual Brutlings.

Once I had the PH figured out and returned to the spawn point I was rewarded with Shattered Choppers everytime until I backed off the pet and fear kited the whole fight; it might be coincidental.

Next, what I will dub "Brute Hill" is the spawn location of the actual Skulking Brutling, this location is -1938 1656 166. Find this location first, it will be close by the giant fort. I sat at the tip of the hill itself while waiting and everytime it popped at this location. While watching down the hill you might notice other Skulking Runtlings walking past in the gorge area, kill them.

The PH spawns at location -1706 2523, if it sits long enough it will eventually start walking the hillside towards the giant fort, but you will also notice other Skulking Runtlings too, kill them as you please but I noticed it didn't make any difference. I controlled this spawn numerous times and hopefully it will help you all as well.
