Recently got the Gavel of Justice. Was camping the goblin igloos for a while and never saw one caster beads drop. Only shattered caster beads. Returned the 1st set of shattered and got a minor item. After I got 6 more shattered I turned them in and surprizingly I got the Gavel of Justice with nothing but shattered.
