Guard Elron does not give the Golden Locket on a turn-in. The Golden Locket drops from 'a nesting rat' in the sewers, at Location 7 on the map (Drosco's spawn point). It is a common (if not always) drop from that mob. Guard Elron gives a Locket of Courage which has no stats, but five charges of the low level cleric spell: Courage.

Note quite... The item is indeed called Golden Locket, but identifies as "Locket of Courage". it is though a different Golden Locket than the one from the nesting rat.
