How I walked into Cabilis at level 29
Troll Warrior - Rallos Zek
Came to Field of Bone at level 18, farming spider silks. At two bubbles into level 19 I started the faction quest by killing forsaken iksar. From that point on, I would not intentionally kill any mob for experience which did not get me to my goal of increasing Cabilis faction.
Killed forsaken iksar in Field of Bone for a little while before camping the forsaken Iksar ruins in Lake of Ill Omen. While there I'd run over by the Explorer tower to kill goblins and sarnaks (gave a bit of xp, but addressed Trooper faction only). Eventually I made my way to Bandit Lake in WW, and I was there from about 20 to mid-20s (the one manslayer gave me more than one level of xp). Then the troopers turned dubious.
When I started Trooper Mozo's Bone Chip quest, the Crusaders' faction started at scowling, and the outside vendors started at dubious. I was probably level 25 when I first started in Kurn's Tower. I was there until level 29 and was still getting xp, though only from an odd mole and about 1/4 of the lesser charbone skeletons. It was the bone chip turn-ins that gave me most of my xp during the bone chip farming, about 5% per 20 stacks at level 28.
Tips for Kurn's farming: I sold just about everything I looted (passing them to an iksar alt), and ran most of the coins that I collected to the OT outpost to deposit in the bank. I spent about 300p total on purchasing bone chips, and maybe 200p in maintenance and upkeep. In the end I have netted 2k plat in the bank just from farming bone chips in Kurn's (and some from the Field of Bone; aside from the mobs being more spread out, the drop rate for bone chips in FoB is abysmal compared to Kurn's Tower).
Also, the sooner you learn the keyboard-mouse trick for turning in the bone chips, the better.
The following numbers are +/- 1 or 2 stacks.
Between 369 - 389 stacks of bone chip turn-ins, both Bodi and Quarg turn threatening
Between 444 - 460 stacks of bone chip turn-ins, both Bodi and Quarg turn dubious
Between 485 - 500 stacks of bone chip turn-ins, crusaders and most vendors turn apprehensive
Between 585 - 592 stacks of bone chip turn-ins, crusaders and most vendors turn indifferent
Between 602 - 612 stacks of bone chip turn-ins, crusaders and most vendors turn amiable (these bone chip turn-ins pushed me to level 30)
After all that the Necros were still threatening, due mostly to the goblins and sarnaks that I killed during my relatively short time on Lake of Ill Omen, but less than 10 spawn rounds in the WW tunnels to LoIO pushed them to dubious. From what I've read, the iksar manslayers and pariahs give +10 faction (and barely give xp at level 29).
There are two vendors in Cabilis West which are amiable, including the fletching vendor (yay!). All others are still dubious (including the "Vessels"), and I believe started out at dubious, as I did poke my head into Cabilis at one point (with invis potions) to check out factions and all vendor-types were dubious.
At level 30, I declare that my faction quest is over. I am completely non-kos, and the only dubious NPC that I would otherwise use is the potion vendor. Otherwise I can bank, vendor and perform all warrior-accessible trade-skilling.

How I walked into Cabilis at level 28
Dark Elf Enchanter - Innoruuk
Came to Warslik Woods at level 16, and spent a couple of levels with the Iksar Bandits at Bandit Lake. This would be to raise trooper faction, though technically I could have skipped this segment due to Illusion: Iksar. At around level 18 I started began my time in Kurn’s Tower, farming Bone Chips and getting xp on the side.
Note that Crusader Bodi was on the same faction as every other Crusader (except Quarg) that I found in all of Cabilis.
After 40 stacks of bone chip turn-ins, Crusader Bodi and Crusader Quarg are scowling; Troopers are threatening; Vendors are dubious
Between 41 - 59 stacks of bone chip turn-ins, troopers turn dubious
Between 60 - 88 stacks of bone chip turn-ins, troopers turn apprehensive
Between 89 - 105 stacks of bone chip turn-ins, Shezlie Furscale and Jozter turn threatening
Between 163 - 204 stacks of bone chip turn-ins, Crusader Bodi turn threatening; Troopers turn amiable
Between 266 - 281 stacks of bone chip turn-ins, Crusader Bodi turn dubious; Troopers turn kindly
Between 305 - 315 stacks of bone chip turn-ins, Crusader Bodi turn apprehensive
Between 316 - 332 stacks of bone chip turn-ins, Troopers turn warmly
Between 353 - 368 stacks of bone chip turn-ins, Troopers turn ally
Between 398 - 415 stacks of bone chip turn-ins, Crusader Bodi turn indifferent; Crusader Quarg and Scaled Mystics (incl bankers) turn threatening
Between 416 - 431 stacks of bone chip turn-ins, Crusader Quarg and Scaled Mystics (incl bankers) turn dubious
At this point I’m about 2 bubbles away from level 29. Necro faction was apprehensive due to the respites I took from Kurn’s farming to the Forsaken Iksar caves in Warslik Woods. Note that, although you cannot vendor at dubious, you can interact with bankers. During my time at Kurn's I've cleared over 2k plat by looting and selling all sellable drops, which was a lot easier for my enchanter than it was for my warrior.
At level 28 I declare my DE faction quest is over. As far as I can tell I am completely non-KoS in Cabilis and can bank and quest with most quest givers. The one thing I need Illusion: Iksar for is vendoring, whos faction never did change from dubious, but it may be another 100 stacks before that happens and given that I’m not KoS I’m good with that.
