LOC Confirmed 01/27/2015 - spawn location is correct and worked for me within 5 pops.

More details and confirmation: The info in the description is correct. But there can be max 2 drakes in the HG area at the same time. One pathes over the zone wall between 19 and 20, this is the WRONG drake. The other roams freely around on the main HG hill, this is the PH. If only the wrong drake is up, you need to kill all the non HGs and non cyclopses in the HG area then head over to the loc -1700 -15 where after ~6:25 Blackwing or his ph spawns. For me it was an onyx drake and once a basilisk. - Josefine 18 Nov 2016

That information is from when I camped Blackwing. That is the exact location, and the static spawn that I killed until I obtained my Blackwing guts. I'm not saying he only spawns there, but that worked for me. And I haven't seen any patch changes updating Blackwing. If you have another location, could you please provide exact LOCs? - Falkun (Deajay) @ 2/6/2014 12:26PM
I can not provide exact locs. But I spent 3 hours in the location listed, there was no static spawn at all near n1700, p100. I killed EVERYTHING in area 20 for 3 hours. The moment I moved to Hill Giant hill and killed the singular drake there Blackwing was the next thing to spawn. One drake in 19 paths over the hill into area 20, that is not the spawn. The other drake I found on top of the HG hill and 6 minutes later he became blackwing.
