I just bought a Tink bag today. With Kindly faction and 65 Charisma, it was 5281p. With Kindly faction and 115 Charisma, it was 5040p.

Charisma over Faction

As a Cazic-Thule Iksar Shaman with Bear Form, apprehensive faction, and 149 charisma, I got the minimal price. Also got minimal price at 133 charisma...

    Even with OVP, I was still at apprehensive faction, and it didn't lower the price at all. Based on all of this information, it seems that even with the lowest possible faction required for trading, ~133 charisma is the exact sweet spot for the minimum price.
