Found in the East Commons tunnel area on the wall near the Shady Swashbuckler. This Erudite vendor mysteriously appeared here after the Scars of Velious expansion in order to sell new spells. Does not trade with anyone dubious or below.

As per Nilbog this NPC is not added to the game immediately on Velious's release, but is instead added at the "February 2001" point in the timeline.
