Roary Fishpouncer can be found in the hut immediately inside the zone and on your right. Your Location is 630.53, -675.76, 17.05

You say, 'Hail, Roary Fishpouncer'

Roary Fishpouncer says, 'Rrrr... catching and prrreparing fish is my specialty. Perrrhaps you could fetch for me some [rrrare fish] so that I may demonstrate my skill? Rrrr.'

You say, 'What rare fish?'

You say, 'What rrrare fish?'

Roary Fishpouncer says, 'Rrrr... my most delectable dish is prrreparrred frrrom rrraw darkwater piranha. Unforrrtunately, the pirrranha only surrrvives in the murrrky waterrrs of the wicked Nektulos forrrest. I will rrreward any brrrave fisherman who can brrring me some rrraw darkwater pirranha.'

You must kill a darkwater piranha which is a rare spawn in the Nektulos Forest River, and it will drop Raw Darkwater Piranha. It's PH appears to be any large piranha in the river.

Note: I spent 90 minutes here before getting the darkwater piranha to spawn. I can confirm that the darkwater piranha spawned in one of the normal piranha spawn locs. Other sources suggest ANY piranha spawn loc is a viable spawn for darkwater piranha.

Return to Roary Fishpouncer with the raw piranha. Give it to him for the following dialogue and your spear.

Roary Fishpouncer says, 'Rrrr... my mouth is waterrring alrrrready. Ourrr trribe shall feast well tonight. You have prrroven yourself a fisherrrman worrrthy of one of my special spearrrs. They are coated with a specially prrrepared fish oil. When all the oil has washed off, you may rrreturn the spear to me along with a frrresh fish and I will rrreapply the oil for you.'

Your faction standing with Kerra Isle got better.

Other sources state that Roary will recharge the spear if you give him the used-up spear and a Fresh Fish, but I haven't tested it myself to see.

2023-06-03: Roary does not recharge the spear and instead takes it and the fresh fish you give him with no reward.
